Graduate in Law from the Universidad Complutense de Madrid (C.E.U), obtaining special merit award.
He began his professional life and spent the first 12 years as a civil servant in regional and central Administration. At the same time he combined his work with Lecturing in Public and Constitutional Law at several Universities. He also collaborated in the edition of several specialised legal publications, particularly in the area of Public Law and Telecommunications. From 1998 to 2007 he was Director of Institutional Relations and Secretary General Amena-Orange, Spanish mobile telephone operator. Subsequently, until September 2008, he held the post of Secretary General of the Vocento Communications Group.
He is currently the General Director of Corporate Resources of Acciona Energía S. A.
